There is a similar video on YouTube of the Senna accident, taken from the hairpin just after where the crash was, looking back down the track. It doesn't show the impact though, as the person filming obviously didn't expect it to happen, but it shows some out laps, the first lap, the safety car lap after the crash on the start grid, and the aftermath of Senna's crash. Again, the FIA can't do anything about it as they don't own the rights to it.
I suspect the back of the ticket says that Bernie owns the rights to any footage shot at the event.
