Pretty sure that they weren't planning on releasing it when they issued the previous singles. It was a late decision to put together an EP.
The four songs chosen hadn't been released on 7" before so fitted the bill.
I've never really noticed it before but you're right, it's a dreadful picture sleeve. You can barely see the band.
They had so many fantastic photos of them onstage by that point you wonder why they used this.
All the ADATR singles had terrible picture sleeves, of course not helped by Freddie having that terrible 1976 mullet-type hairstyle.
