I think Kes has nailed it here, they probably had to pick songs that hadn't already been released as an A-side or B-side which ruled out You & I.

The four songs chosen hadn't been released on 7" before so fitted the bill.

I've never really noticed it before but you're right, it's a dreadful picture sleeve. You can barely see the band.

They had so many fantastic photos of them onstage by that point you wonder why they used this.

All the ADATR singles had terrible picture sleeves, of course not helped by Freddie having that terrible 1976 mullet-type hairstyle.

In the UK, STL was only their second picture sleeve for a 7".
